Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria!

Deputy Senate President, Ike Ekweremadu, led the Principal Officers into the chambers; took the official prayers; and began the day’s proceedings at 11:08am.

Senator Shehu Sani moved for the approval of votes and proceedings of Tuesday, 17th July, 2018. Senator Ben Murray Bruce seconded.

PETITION:
Senator Godswill Akpabio raised a petition  on behalf of a constituency member (corp member) who was killed in January, 2018 in Port Harcourt. "I appeal to the Senate to consider the plight of his family and to look into compensating them."

Deputy Senate President, Ike Ekweremadu referred the petition to the Committee on Ethics and Privileges to report back in two weeks.

PRESENTATION OF A REPORT
Report of the Committee on Science and Technology on the Chemical Weapons (Prohibition) Bill, 2018 (SB. 585) by Senator Ajayi Boroffice.

Senator Ali Ndume seconded that the Senate do receive the report of the Committee on Science and Technology on the Chemical Weapons (Prohibition) Bill, 2018 (SB. 585).

The Report was LAID.

MOTION
Irregularities in the ongoing Oil and Gas lease renewal and massive loss of government revenue by Senator Omotayo Alasoadura.

“The issue of the lease is something that has been in the front burner for a week now. If we get to the bottom of this matter, it could open a whole can of worms on this matter. There have been series of motions related to this issue and i think further investigation is required."- Senator Shehu Sani.

“We cannot be seen folding our arms on this issue. We have to take deliberate steps to end these discrepancies and call in the Minister of State for Petroleum for further investigation."- Senator Umaru Kurfi.

“We are aware that the Minister of State cannot approve issues such as this. Let us expand the list of those to be called in for investigation."- Senator  Rafiu Ibrahim.

“The issue is that there is lack of enforcement in this issue. I also suggest we invite Minister of State for Petroleum for questioning."- Senator Gbolahan Dada.

“It is in our oversight to ensure there’s transparency in the management of oil and gas agencies, and I believe that we can achieve that, we should be able to do what is possible in the circumstance to ensure that there’s transparency in this present exercise.”- Deputy Senate President, Ike Ekweremadu.

“One of our major problems is the issue of enforcement and regulations because we have unchanged rules to guide us in almost all sectors. I just want to appeal to the regulating agencies and enforcement agencies to wake up to their responsibilities in how to ensure that rule of law including enforcement of existing laws to ensure the right things are being done.”- Deputy Senate President, Ike Ekweremadu.

Senate resolved to:
Mandate the Senate Committee on Petroleum Resources Upstream to investigate all issues relating to the ongoing lease renewal being undertaken by the Honourable Minister of State for Petroleum Resourced and the Department of Petroleum Resources and to report to the Senate the anomalies in the ongoing lease renewal process and identify appropriate measures to correct the said anomalies.

EXECUTIVE COMMUNICATION
Confirmation of Nomination of two (2) new non-legal practitioners  for appointment as members of the Federal Judicial Service Commission in compliance with Section 154(1) of the 1999 Constitution of the Federal Republic of Nigeria (as amended) by Senate Leader.

“This Bill is a very neccesary. Looking at other developed nations, Israel and South Africa to name a few, most of their roads are made of concrete and so they have no potholes.”- Senator Ben Murray Bruce.

“The military industrial complex of this nation has a lot of potential, and with the right funding, it can provide employment for Nigerians and do much more for the country. We should ensure also that this bill is implemented by the Executive immediately."- Senator Ben Murray Bruce.

“Necessity is the mother of all inventions. That being said, it is imperative that the scientists focus on other inventions aside from weapons. We need to invest in this type of research. I strongly support this Bill."- Senator Victor Umeh.

“This Bill is very timely and I want to request that arrangements be made to ensure that all security agencies in the country come together to promote synergy and effective implementation of this Bill."- Senator Yahaya Abdullahi.

“I support this Bill as it will mean conducting more research on improving the situation of the country."- Senator Ajayi Boroffice.

“I support this Bill and I suggest that adequate funding is provided for this project."- Senator Ibrahim Gobir.
