Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria!

Senate President, Dr. Abubakar Bukola Saraki, led the Principal Officers into the chambers; took the official prayers; and began the day’s proceedings ‪at 11:21am‬.

‪Senator Oluremi Tinubu moved for the approval of votes and proceedings of Wednesday, 18th July, 2018. Senator Stella Oduah seconded.‬

Executive Communication:
Senate President, Dr. Abubakar Bukola Saraki read a letter from Mr. President on the Confirmation of appointment of Chairman and members of FERMA governing board.

Confirmation of nomination of the following persons for appointment as Chairman and Commissioners for the Federal Civil Service Commission in accordance with the provisions of Section 154(1) of the Constitution of the Federal Republic of Nigeria 1999 (as amended) by Senate Leader.

1. Dr. Bello Tukur Ingawa, OON, mni- Chairman, New Appointment (Katsina).
2. Moses Musa Ngbale- Commissioner, New Appointment (Adamawa).
3. Waziri Umara Ngurno, mni- Commissioner, New Appointment (Borno).
4. Alh. Bello Mahmoud Babura- Commissioner, New Appointment (Jigawa).

‪Senate President, Dr. Abubakar Bukola Saraki referred the executive communication to the Committee on Establishment and Public Service Matters to report back next week Wednesday.‬

POINT OF ORDER
Deputy Senate President, Ike Ekweremadu rose on a Constitutional Point of Order and drew the attention of the Senate to the manner at which the government is making appointments to favour only a section of the country which is contrary to the Federal Character.

Senate President, Dr. Abubakar Bukola Saraki referred the point of order to the Federal Character Committee to report back next week Tuesday.

Senator Mohammed Hassan cited Order 43 and thanked the Senate delegation that visited Yobe State to condole with them on the death of Mallam Adamu Ciroma.

PRESENTATION OF REPORTS
Report of the Ad-hoc Committee on promissory note programme and a bond issuance to settle inherited local debts and contractual obligations on refund to State Government for projects executed on behalf of the Federal Government by Senator Francis Alimikhena.

‪Senator Gilbert Nnaji seconded that the Senate do receive the report of the Ad-hoc Committee on promissory note programme and a bond issuance to settle inherited local debts and contractual obligations on refund to State Government for projects executed on behalf of the Federal Government‬.

‪The Report was LAID.‬

Report of the Committee on Public Account on the Federal Audit Service Commission Bill, 2018 (HB. 107) by Senator Matthew Urhoghide.

‪Senator Ibrahim Gobir seconded that the Senate do receive the report of the Committee on Public Account on the Federal Audit Service Commission Bill, 2018 (HB. 107).‬

The Report was LAID.

CONSIDERATION OF REPORTS
Report of the Committee on Special Duties on the National Commission for Refugees, Migrants and Internally Displaced Persons Bill, 2018 (SB. 335) by Senator Sonni Ogbuoji.

‪Senator Gbenga Ashafa seconded that the Senate do consider the report of the Committee on Special Duties on the National Commission for Refugees, Migrants and Internally Displaced Persons Bill, 2018 (SB. 335).‬
