Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria!

Senate President, Dr. Abubakar Bukola Saraki, led the Principal Officers into the chambers; took the official prayers; and began the day’s proceedings ‪at 10:58am‬.


‪Senator Gbenga Ashafa moved for the approval of votes and proceedings of Thursday, 12th July, 2018. Senator Atai Aidoko seconded.‬

‪EXECUTIVE COMMUNICATION: ‬
‪Senate President, Dr. Abubakar Bukola Saraki read 7 letters from Mr. President on:‬
1. Request for Confirmation of Mr. Adeyemi( PHD, SAN) as Chairman Governing Board of the Asset Management Corporation of Nigeria

2. Presidential decision to decline assent to the Corporate Manslaughter Bill of 2018

3. Request for virement and supplementary 2018 Budget


4. Presidential decision to decline assent to the National Child Protection and Enforcement Agency Establishment Bill, 2018

5. Request for Confirmation of Appointment of Chairmen of the Federal Civil Service Commission.

6. Presidential decision to decline assent to the Courts and Tribunals Standard Scale of Fines Bill, 2017

7. Presidential decision to decline assent to the Agricultural Credit Guarantee Scheme Fund Amendment Bill, 2018

POINT OF ORDER
Senator Umaru Kurfi cited Orders 42 & 52, spoke on the death of 49 persons and 20 persons still missing as a result of the flood in Katsina State.

Senate resolved to:
I. Observe one minute silence; and


II. Direct NEMA to immediately provide relief materials to the victims in the affected area to facilitate their relocation back to their homes.

PRESENTATION OF REPORTS
Report of the Committee on Ethics, Privileges and Public Petitions by Senator Samuel Anyanwu in respect of:
a. Petition from Alhaji Kabiru Suleiman against the National Assembly Service Commission (NASC) for alleged forced retirement from the Commission;

b. Petition from Eze O. Chukwuma against the Military Pensions Board and Fidelity Bank Plc for non-payment of his gratuity and perpetuation of fraud in his bank account;

c. Petition from Engr. Rasheedat Al-Bashir against Abuja Electricity Distribution Company (AEDC) for her unlawful dismissal from the service of the company; and

d. Report of the Senate Committee on Ethics, Privileges and Public Petitions on the screening of nominees for the Code for the Conduct Bureau (CCB).

‪Senator Binta Masi Garba seconded that the Senate do receive the reports of the Committee on Ethics, Privileges and Public Petitions in respect to the above petitions.‬

The Report was LAID.


CONSIDERATION OF REPORTS
1. Report of the Committee on Police Affairs by Senator Abu Ibrahim on the confirmation of the nomination of the following persons for appointment as Chairman and members of the Police Service Commission (PSC) in compliance with the provision of Section 153(1)(m) and 154(1) of the 1999 Constitution of the Federal Republic of Nigeria (as amended).                                   

1. Musiliu Adeola Kunbi Smith CFR, M.Sc, FNIM, fwc- Chairman (South West).

2. Justice Clara Bata Ogunbiyi, (FNICArb) Rtd- Full Time Commissioner (North East).

3. Lawal Bawa (AIG) Rtd, CON, mni- Full Time Commissioner (North West).

4. Muhammad H. Najatu- Member (North West).

5. Barimoh Adogame Austin- Member (South South).

6. Barr. Rommy Mom- Member (North Central).

7. Dr. Nkemka Oshimiri Jombo-Ofo- Member (South East).

‪Senator Gilbert Nnaji seconded that the Senate do consider the report of the Committee on Police Affairs on the confirmation of the nomination of the above persons for appointment as Chairman and members of the Police Service Commission (PSC).‬

Senator Abu Ibrahim presented the report.

“I want to urge these new members to encourage and motivate our police officers so as to propel them towards better protection of lives and properties”- Senator Ahmad Lawan.

“I want to commend the Chairman and members of PSC on the confirmation of their appointment.”- Senator Gbenga Ashafa.

Senate dissolved into the Committee of the Whole for the clause by clause consideration of the report of the Committee on Police Affairs on the confirmation of the nomination of the above persons for appointment as Chairman and members of the Police Service Commission (PSC).

Senate reverted to plenary and reported progress.

Justice Clara Bata Ogunbiyi, (FNICArb) Rtd was confirmed as full time Commissioner of the Police Service Commission (PSC).

Lawal Bawa (AIG) Rtd, CON, mni was confirmed as full time Commissioner of the Police Service Commission (PSC).


Muhammad H. Najatu was confirmed as member of the Police Service Commission (PSC).

Barimoh Adogame Austin was confirmed as member of the Police Service Commission (PSC).

Barr. Rommy Mom was confirmed as member of the Police Service Commission (PSC).

Dr. Nkemka Oshimiri Jombo-Ofo was confirmed as member of the Police Service Commission (PSC).

“First, let me congratulate the new members of the Police Service Commission and at the same time, commend the quality of the nominees that have been brought forward by Mr. President. This gives us hope and encouragement that all our efforts to see that this critical aspect of our security architecture receives the necessary reform.”- Senate President, Dr. Abubakar Bukola Saraki.

“We wish all the members the best of luck in their new role. Before this nomination, they have had a lot of expectations from Nigerians. This is why we ensured that we fast-tracked this nomination.”-  Senate President, Dr. Abubakar Bukola Saraki.

“A lot of people are expecting that the capacity of the individuals on the Police Service commission will support the Police to carry out the necessary reform that is required — particularly in ensuring that we drive a performance driven police force.”-  Senate President, Dr. Abubakar Bukola Saraki.

“They must also work to motivate all the members to do the right thing to provide security for our nation.”-  Senate President, Dr. Abubakar Bukola Saraki.

“At the same time, the new Police Service Commission must look into rewarding great performance and being able to compensate those who work hard. They must also look into the unfortunate incidents where Police Officers lose their lives and ensure that the country is there for the families who have to bear this loss.”-  Senate President, Dr. Abubakar Bukola Saraki.

“Once again, I congratulate the new members of the Commission and wish them all the very best.”-  Senate President, Dr. Abubakar Bukola Saraki.

2. Report of the Committee on Agriculture and Rural Development on the National Fertilizer Quality (control) Act Bill, 2018 (SB. 338) by Senator Aliyu Sabi.

‪Senator Chukwuka Utazi seconded that the Senate do consider the report of the Committee on Agriculture and Rural Development on the National Fertilizer Quality (control) Act Bill, 2018 (SB. 338) ‬

Senate dissolved into the Committee of the Whole for the clause by clause consideration of the National Fertilizer Quality (control) Act Bill, 2018 (SB. 338).
